Most UAE residents who are not UAE nationals need a visa to visit Japan, and since August 2024 that application is submitted to VFS Global, not directly to the embassy or consulate. Whether you actually need one, though, depends on your passport nationality rather than your UAE residence status — some nationalities can travel to Japan visa-free, while others must apply in person before they fly.
Do UAE residents need a visa for Japan?
It depends on the passport you hold, not your Emirates ID. Japan's Ministry of Foreign Affairs (MOFA) grants visa-free entry, usually for up to 90 days, to nationals of 74 countries and regions — this is a nationality-based exemption, so it applies no matter where in the world you live, including the UAE. Passport holders from many Gulf, South Asian, African and CIS countries are not on that list and do need a visa before flying, regardless of how long they have lived in Dubai or Abu Dhabi.
UAE nationals themselves benefit from a separate reciprocal arrangement that lets them enter Japan without a visa for a limited stay; the Embassy of Japan in the UAE publishes the current terms of that exemption. If you are unsure which category you fall into, check your own passport nationality against the MOFA exemption list before you book flights.
How to apply: the VFS Global process
Since 1 August 2024, all ordinary-passport visa and e-visa applications for Japan from the UAE — short-term and long-term — are handled by VFS Global visa application centres rather than the consulate or embassy directly. Only diplomatic and official passport holders can still apply at the embassy itself.
In practice this means booking an appointment online, attending in person at the VFS Global centre in Dubai (Wafi Mall) or Abu Dhabi to submit your documents, and paying the visa and service fees in cash — VFS Global does not accept card payment. Applications can only be lodged within 90 days of your planned travel date, so apply once your itinerary is close to confirmed rather than months in advance.
Documents you will need
Exact requirements vary by visa purpose (tourism, business, family visit or long-stay) and by nationality, and VFS Global publishes purpose-specific checklists on its site. Most short-stay tourism applications from the UAE ask for:
- A completed and signed visa application form
- Your original passport, valid well beyond your intended stay, plus a copy of the bio-data page
- A recent passport-style photo (45mm x 35mm, plain background, taken within the last six months)
- A copy of your valid UAE residence visa
- A day-by-day travel itinerary
- Proof of accommodation and your return flight booking
- Bank statements or other proof that you can fund the trip
- For business trips: an invitation letter, guarantee letter and company overview from the host organisation in Japan
Every form needs your original signature — VFS Global and the consulate do not accept typed or stamped signatures. Missing or inconsistent documents are the most common cause of delay, so it is worth double-checking your file before you submit it.
Japan visa fees for UAE residents
Visa fees are set by the Japanese government and vary by nationality and visa type; VFS Global also charges its own separate service fee on top. Based on the fee schedule VFS Global publishes for its UAE centres, the broad categories look like this:
| Item | Typical range |
|---|---|
| Single-entry visa fee | Free ("gratis") for some nationalities, otherwise roughly AED 80 |
| Multiple-entry visa fee | Higher than single-entry, roughly AED 160 for most nationalities |
| Long-stay / e-visa fee | Roughly AED 75 for most nationalities |
| VFS Global service fee | Roughly AED 100–110 (incl. VAT), charged in addition to the visa fee |
Fees for some nationalities, including Indian passport holders, are set lower under separate agreements. Because these figures change and some nationalities pay nothing at all for the visa itself, always confirm the exact amount for your passport and visa type on the VFS Global Japan UAE page before you pay.
E-visa or sticker visa: which do you need?
For eligible short-stay tourism, Japan now offers an e-visa: a digital "Visa Issuance Notice" you show on your phone or tablet at immigration in Japan, rather than a sticker in your passport. It is typically valid for a single entry within three months of issue, and you will need a working internet connection when you land so immigration can verify it.
A traditional sticker visa, affixed to your passport, is still used for longer validities, multiple entries and visa categories the e-visa does not cover. VFS Global will confirm which option applies to your nationality and travel purpose when you book your appointment.
How long does processing take?
VFS Global states standard processing is a minimum of 8–10 working days from submission, excluding weekends and public holidays. If your documents are incomplete or need further verification, that can stretch to three to four weeks, so it pays to have your paperwork checked before you submit rather than after. Build in a buffer before your travel date, especially if you are applying around UAE public holidays or Japan's own peak seasons, such as cherry blossom season in spring or the New Year period.
Frequently asked questions
Can I apply for a Japan visa directly at the consulate instead of VFS Global?
No, not with an ordinary passport. Since August 2024, all ordinary-passport applications go through VFS Global; only diplomatic and official passport holders can apply at the embassy directly.
Do UAE nationals need a visa for Japan?
UAE nationals benefit from a visa exemption arrangement for short stays under the current bilateral terms — confirm the latest validity period with the Embassy of Japan in the UAE before you travel.
Can I use the e-visa if I will not have internet access when I land?
You need to display the Visa Issuance Notice digitally at immigration, so make sure you will have internet access on arrival, or ask about the sticker visa option instead if that is not practical for you.
How far in advance should I apply?
You can only submit your application within 90 days of your travel date, so book your VFS Global appointment once your flights and itinerary are close to confirmed, leaving enough buffer for the 8–10 working day processing time.
What happens if my application is incomplete?
Missing or inconsistent documents are the most common cause of delay, pushing processing out to three to four weeks in some cases. Having your documents checked before submission is the easiest way to avoid this.
